My opponent hung his queen and I let him takeback. He politely said, 'preciate it'. I then hung a bishop a few moves later and he didnt let me takeback :(

It isn't reportable, but I think it's surely blockable :P
Don't expect people be fair to you if you act fair to them. Just because you don't eat lions, lions won't eat you.

I usually give takebacks in only casual games.
For this reason, I have takebacks set to "casual only." In rated games, it's not even an option for either side.
Touch-move, or as close as you can get on the internet.
man this reminds me of a recent game where my opponent had 1 second left but i was enjoying the game, waited till he went down to 0.1 and gave him +15 seconds I was up like 30 seconds - He preceded to flag me and won
Just switch off the takeback. Players who want takeback should enable move confirmation.
