So the rules don't have to be followed anymore if the outcome of the game is "obvious" anyways?

I don't know, but that sounds like an even more outrageous philosophy to me.
I think there even is a third article to consider here, namely 11.1:

The players shall take no action that will bring the game of chess into disrepute.

Excessively bad sportsmanship can fall into this.
Besides the denied "good game" at the end, starting to read a book *at the board in front of your (weaker) opponent* alone is highly disrespectful, it basically speaks out loud "I don't take you serious in any way, look, I even have brain capacity left to read this completely unrelated book, and everyone spectating can now see how couldn't care less about this still ongoing game that is so boring (=easy) to me that I have to keep my mind busy in other ways". Certainly not the image we want to have as a sport, no?
