How to react to draw offers!

At least in short time controls it seems like people offer draws only when they are losing. If it really is a draw situation they repeat the position.
For my part i usally make a draw offer because its a drawish position in the middle/end game.
But i do not NOT make a draw offer when i know my oppononent are less skillful/much lower rated player, then i try to win anyway.
I make draw offers because the mainreason is that i know it will be a draw unless one of us make mistake(s).
I drew yesterday against this norwegian and make draw offer (ås he declined), because i knew early in the endgame that it will end i threfold repetition....as i did in many games against very strong opponent.
My strength generally is that i can see whats gonna happen, early...all of the strong players declines my drawoffers, but it always ends in draws anyway.

As i can see, they declines because they know they are better players, that's the mainreason, i think.
Å better player makes less mistakes, thats why they're continue...sometimes someone takes GM-remis, why is that? Because they need a ok result and are scared of losing, and having deeply respect for the opponent.
It's so many reasons to make a draw offer, to accept, to decline...It's not only one reason, and decline just to decline...it depends of many things...

My opponent had an advantage, and leaded with one pawn...but i har only one chance to make a draw and had to sacrifice my knight, and ny opponent "had" to go far with his king to protect his pawn...so i got position with my king to make a draw...i saw this gonna happen, i maked a drawoffer as i declined...And it ended in a draw.
I dondt make drawoffers just to make a drawoffers...It's always a reason, for my part.


I was once winning by a whole rook, and I had to go, but my opponent was losing by a whole rook and he still didn't accept the draw offer. You can tell how mad I was.
