How is it possible?

Magnus Carlsen @Drnykterstein has 3100 + blitz and bullet rating. He should be on 1st place of the leaderboard of blitz and bullet rating as he has the highest rating. But he is not in the leaderboard only. How is this possible. He has provisional rating and rating deviation below 75 (when I saw his ratings).

Because he was not playing after he will play it will show in leaderboard
