Claiming a dead draw

You got outplayed and lost.

Your opponent used their time better than you and got better value.

Take some cues instead of complaining about it. That's part of chess.
I'm not sure outplayed is the right word here. Lost, sure. Lost on time. :feelsbadman:
Outplayed is the right word here. If you tried to move as quickly as him you'd probably have gotten blown off the board. He played more chess per minute than you and had time to spare. Why not have a little respect instead of being a sore loser? You make all of us look a little worse if you don't do sportsmanship. Get over it.
I think the person was genuinely confused about the Quickplay finish FIDE rule, not being a "sore loser" as you put it. Let's keep it civil, shall we?

Outplayed normally refers to the actual game play, i.e. position on the board. If you want to say outskilled in terms of mouse skills, that would be more appropriate. But to say someone was outplayed when the position is hopelessly lost, is a bit too much. You will certainly get a "are you mad bruh" look in a OTB situation like this.

It's not a draw because of this, and other losing lines.

You had 60 minutes, and as much time on your opponent's clock as well.

I totally get that it can be frustrating to be flagged when you have an hour on the clock. In the future if you wish to not be flagged like that in a classical game... Simply play with an increment. I doubt you would have flagged if you had at least 5 seconds of increment. However, you did NOT play with increment so play with at least a small increment if you wish to avoid a similar fate in the future.
Civil would be having respect for ones opponent and oneself. Everyone should and should be expected to do it.
On the other hand, if it was a truly dead draw like this similar position... I think you would have a good case for a draw.

Sadly #28 would also be lost for the one who flags.
I think even without increment you could have premoved bishop 50 times and gotten a draw if your connection was okay.
