CHEATING In Online Chess Should Be Punishable By More Than Just A Suspension From The Chess Site ??

I agree. This is just weird. A just punishment would be a fine, or a permanent ban from Lichess.
I don't think you're going to be able to create a means of enforcement that is any stronger than the current punishment, nor will there ever be a 100% assurance in either direction without hard evidence. It's also unlikely that there will ever be an absolute deterrent; those who are willing will find a way.

When I signed up for FIDE Arena a long time ago (when I thought that might become a big deal, which it has not), I had to submit my ID and obtain a FIDE ID, using my real name. And there were still cheaters found on that site. I go back in from time to time, and there are rarely ever more than 200 players logged in at the same time and very few with paid accounts.

Lawsuits won't work ... the only ones that are going to get rich out of that are the lawyers. :)

For now, with present technology, we just have to accept that online chess will never have the same level of assurance as OTB chess. Career chess players should stick to OTB chess; everything else is just for fun.

The coordinates reported for an IP address tend to be off by a lot, based on all the ads I see for (fake)services in a nearby town, I conclude that my address is reported as being in that town, which is 10 miles away. Some address ranges only report what county or province you are in, and give the geographic center of that area, often hundred of miles off. I see news articles about this now and then, when someone's house happens to be at the center of their county and several people every week trying to locate a lost phone or such show up there.
The main problem with cheaters is: Find them in as few games as possible and prove it beyond reasonable doubt.
As long is this problem is not solved, we do not need to think about better punishment. But of course, thinking about punishment is more fun than doing the hard stuff and think about watertight proofs.
CHEATERS are a problem in Online Chess & I see many were frustrated that have here expressed their opinion & now letting others know about it ... Just want to come through the screen at these CGEATERS if they cheat ,,, BTW some players make nice moves throughout the game & aren't cheating at all but others are but modtly there isn't much cheating going on' . lower your volume a bit & the moves sound softer as with it loud it is intiminating especially the captures are quite Loud ... However anyone who Cheats at Lichess OOOOHHHHHHHH we wanna just come through the screen lol just but then We would have the lawsuit against us !
Chess.com and Lichess do not make their cheat detection methods public. I am not comfortable with putting one or two entities with zero oversight and accountability in charge of peoples' careers.

I'm not comfortable with cheaters either. The discomfort works two ways.

The real question is: do you think chess com and Lichess can be trusted to reliably detect cheating? Because if you do, it really doesn't matter if you get to see the cheat detection methods.

Quite frankly, no. I do not trust them to reliably detect cheating. Why should I? I have no idea how it's done. They don't disclose their methods.
