Can you join all hourly tournaments, but not play in them? Is that forbidden on Lichess?
Not forbidden but it doesn't gain you anything?
Dear @Whale_2023 - we could have chatted in private about it since I was the one who have contacted you and have kindly asked not to pre-join every bullet/blitz/rapid tournament you can see on lichess.org/tournament.
To answer your question: It is not officially forbidden.
My personal opinion is that it should be forbidden and I am currently trying to convince others on our mod team that we indeed need a "sanction" for it - one that would prevent players from pre-joining and not playing on repeated cases, similar to playbans.
Now, let me explain:
Users who are frequently playing the tournaments are excited to see higher rated/titled players there on the first page.
They are hoping to get paired with them. They admire them and want to learn from them. They hope, maybe with some luck, that they can defeat them.
Some people are even joining tournaments because they see them there.
I have heard several complaints from hourly bullet arena regulars which I am playing on daily basis on my other account.
The opinion on our team is split on this - some do not see any harm, but again, as already pointed out, I am strongly against it - luckily, I am not alone.
There is simply no reason to pre-join every arena. I can only suppose that it is used for self-promotion such as follower farming or being visible with coach profile for services. Tournaments are created to play and are not there to flex with the ratings.

So you think it's only a problem if it's done by high rated players? (granted the guy is pretty damn high rated)
I know some on the board tournaments (fide) also put fake masters on their list of participants to attract players. More players means extra revenues for the organizers.
If you as ambitious player have booked a hotel (often hundred of euros) and took holidays then it can be very frustrating to see all those strong players disappear last minute. Suddenly the chance of improving/ learning/ earning a masternorm becomes impossible.
I do think such behavior is nothing else than cheating.
Here online the impact is of course 100x smaller but still preferably shouldn't happen. To officially forbid can but maybe will also chase strong players away from playing at lichess. I can imagine that a player will think twice before joining any tournament if you can be banned if you don't play afterwards. I already notice that a lot of strong players are starting to leave lichess and without strong players I fear lichess will encounter difficulties in the future.

Lower rated players look up at higher rated players. Not the other way around. So yes it is mainly toxic if done by higher rated players. It is another debate if higher rated players are role models even if they don't want to.

But same applies to everyone - pre-joining tournaments increases the amount of participants - they are still there with "Games played 0" at the end. The percentile Ranked #XX (top XX%) depends on the participants number.
If everyone joins and do not play it is all fake.

When I come to the Regional Championship (Vysočina Region, Czech Republic), I want to win ... and get the champion (of Vysočina) title. If very strong players play there, I won't win.
So if the strong players log off/disappear, I welcome it.

I am curious why you'd want to do that in the first place. That too is for hourly tournaments so it's not a case of missing a few tournaments after joining. If you don't have the intent to play, what's the purpose if I may ask?

I played twice Prague and Marienbad (Czech Republic for the other readers) in the last 3 years. Even first prize there doesn't compensate for my expenses. So it makes no sense to participate for only winning the tournament. Here online you don't get anything at all so it is even worse.
