You don't seem to take offence with the fact that he played unfairly. Instead you ponder with advising him to break the rules again. Why is that?

The player in question can visit lichess.org/appeal to find out what is the problem with their account. All discussions and communications about said account will be held through that page and nowhere else.

Making a new account without the expressed consent of moderators is against the rules and worsens the situation of a marked player.
