Stock fish says this is a (Technically) perfect game. I blundered a rook and a pawn. HOW????

Stockfish states your average centipawn loss was 60. If the game would be perfect then it would be 0. Stockfish didn't mark your material losses as a inaccuracies, mistakes or blunders because your position was still absolutely winning.
ohhhhhhh so if you make a blunder but you are still winning, it does not count as a blunder for stockfish?

Only when your stockfish advantage (which is roughly means material and positional advantage) is big before and after the move. Before you losed your rook it was -8.8 and after it -6.8, which is still clearly winning advantage.

The position was so bad for white that the move only made sure white can lose immediately without giving black any time to lose their advantage. If you don't have very much losing it all doesn't take very much.
