What is the idea behind 21 Rd3 and 23 Rdd1?

1. Nde2, waste of time. Black has already equalized. Don't waste tempo in open games, especially in the opening

2. The knight of f4 is misplaced and it is obvious the more you look at the game. Move 20, 21, and 23 could have been perfect timing for rerouting your knight to d3. My tip is to avoid playing one-move threats that are easily dodged as seen in your game where instead of gaining a tempo by attacking the bishop, he also gains a tempo by attacking your rook. I also make these mistakes and often they are very crucial especially in open games.

3. Be alert even in the opening! 9. Be3 isnt considered a mistake by the engine, but it really isn't good as you let Black capture a central pawn. Also at move 11 you should have taken the pawn as after the sequence, the d5 pawn becomes a clear target and inevitably will fall.

4. 22. c5?! was pointless. Again, don't waste time. You could have rerouted your f4 knight or doubled up on the d-file and you are visually better.

I focused on those mistakes as those are the ones you would most likely make in a game. Tactical mistakes come and go tbh, but positional mistakes will always be in your game unless fixed. These are things that ive just learned recently, as you see im not much better than you. It would save you a lot, either win faster or not get crushed by higher rated opponents who most often would be more positionally adept than you are. I hope you don't take this as an offense rather as help, often in life we don't see our mistakes until pointed out by others.
@tpr I honestly don't know, as soon as I played it I realized it was a bad move and I don't even remember why I played it for. Probably to double on the d-file but that was useless since he would play Rcd8 and force exchange of Rooks and now that I think of it I wonder why did he not go Rcd8 before.
@Nikkoi Yes, I know Nde2 was a bad move and Nb3 was probably better.
And also I wasted move 21,22 and 23 which could have been used for something more productive
I don't think Be3 was bad since after the trades on e4 I had much superior piece control over the centre.
Maybe you are right and c5 was pointless but you might have noticed that if I did not move that pawn he would have captured leaving me with a weakness and he probably would have got some counterplay on the b-file and I did not want to give him any counterplay at all.
As for the f4 Knight I don't think there is a better square for the f4 Knight, maybe d6 or f5 but f5 is shut down after g6 and d6 is almost impossible to get to without getting my Knight exchanged and I am sure Black is looking for more exchanges because his position is a bit cramped even though with the center being open. And again the f4 Knight is protecting d5 from falling into Black's hands after c5 (with Rd8 and Nd5).

The knight was fine on d4. No need to play it to b3. Rerouting it via e2 to f4 was no improvement. Once on f4, it should either go to d3, or via e2 back to d4...
Before move Be3, you have a strong central pawn e4. After Be3 this strong central pawn gets eliminated.
