Yes, I think it is fair. A higher rating means that this person is supposed to be better. If they draw, They were not better that game so the ratings should be getting more similar to eachother.

The easiest option for now is to make the pairings using another program and keep track of the results in something like Excel. Than play against each other on Lichess.
