Time out but still a draw?

In my most recent game, my timer ran flat but the game was still a draw why is this? My opponent had a king remaining and I had king and two pawns.

He doesn't have any material left to checkmate you. If he had a pawn left for example, then it would have been a loss instead of a draw.
