e3 d4 c4

I actually try to achieve c4 d4 e3 in my games but it does not always happen. I start with the English 1.c4 then follow with N moves and e3. If d4 becomes a good option I play it, getting into the positions you are asking about. You get some very nice options against the QGD and the Slav. You can go into a standard King's Indian mainline if you want or also stay with the c4 d4 e3 set up which is very solid against the KID.

In many cases you need to fianchetto your Queen's bishop to b2 but that works out well in almost all cases. Holding back the d pawn until the right moment is the key. Cummings has written a nice book on the e3 English that I highly recommend if you are interested in these types of positions. Also, a look at the Reti opening can be helpful, too.
You can try the London system? 1. d4, (almost any move by Black) 2. Bf4, ... Once you have your d4, e3, c4 (or c3) pawn wall in place then the white square bishop goes to d3. Your bishops are on good diagonals, there are sacrificing lines (Greek gifts) in some cases.
