FIDE 5.2.2

A dead position should be a draw, today I tried one example of a dead position with a colleague and this didn't get to an imidate draw.

There is probably consensus about that - but one cannot examine the position for ages with an engine (in vain!?) as well as one cannot call an arbiter.

It is technically not feasible de facto.

I think this position would be possible, there are no moves with any other pieces the the kings and the king can't take a pawn with a legal move. I agree that it is nearly impossible to catch every dead position.
