I just wanted to know why they let a cheater back in thats all thanks guys :)!
He appealed, and lichess realized that he wasnt manipulating his rating by creating other accounts, but he is still rankbanned so he is not on the leaderboard anymore for playing against only sub 1800. Hope this explains it.
