My opponent resigned the game but neither his point were deducted nor points rewarded to me. Is this a bug.
The same happened to me today in my last game...no elo change after my victory of the rating game.
Probably Lichess shutting down during your game.
Ratings not changing in rated games here, for several weeks now. There's no PM / e-mail / notification. I played around with experimental openings until my rating went down to 1671, and now it's 'locked' there for several weeks w/o any notifcations from Lichess.

I sent them a message in the appeals link and the rating points are still not awarded in rated games.
For example I just played this game, which states "rated" however after winning there's 0 rating points awarded - lichess.org/bfT6xWM7mRDD
It's the same for several weeks.
I can change to a different chess site or make a new account to fix the lack of action from Lichess, however don't want to make a new account.
It's not that important although seems like the rating dip from 2184 to 1684 (500 points) caused the automatic freeze or something like that.
