As of today, Israel stands charged with plausible genocide by the ICJ. Where's the Lichess statemnt?

Of course they are not obligated. But they have already set the precedent for taking stances and the lack of consistency casts serious doubts about the motivations for their previous stances and any stances they might take in the future.
@GravitasShortfall if lichess took a stance on political matter it is wrong i give you that (personally i saw a stance on incorrect behavior of a man to a woman which is correct, it is not political). Having said that, 3 points:

1. Lichess feedback is not the proper forum for such topic, use off-topic.
2. Palestine/Hamas/Israel conflict is a mix of history, religion and political issues that cannot be reconciliated...asking lichess to make a statement on this necessitates to find a solution to an unsolvable problem.
3. Wars bring the absolute worst and evil in humans; asking lichess to make a statement is trying to apply reason to chaos.

Personally the whole conflict makes me sad and depressed, human life should be sacred.

I think the problem here is that both parties are at at least equal wrongdoing. Some will say Hamas is worse, some will say Netanyahu is worse. Some will say free Palestine and some will say Palestine state doesn't exist and never existed.

It's difficult to set rules and punishments for either side when the conflict has been going on for decades. And it's even harder when in recent events one side has escalated the situation with a vile terrorist attack against civilians and foreigners.

On the other hand Israel response is being disproportionate and probably not even that effective given that most Hamas leaders are not living in Gaza territory in the first place. It is obvious that this will generate a wave of new terrorist cells, not only among Gaza survivors, but around the world too.

What would we expect Lichess to do in such a complicated situation? Personally, nothing out of the ordinary.

When they announced special restrictions for Russia after Ukraine invasion they didn't really invent anything out of the blue.

Firstly they followed international directives because they had to. So if someone is under EU sanctions and they use Lichess to continue their business and Lichess does nothing to prevent it or to stop it, then Lichess might suffer consequences as well.

Secondly they just emphasized what the tos covered already, that is no violence, no extremism, no racism and so on. I don't think that they will not start applying this to either Palestine or Israel players or supporters just because they have not written a blog about it.

Lastly, if an announcement has to be done then I think it is reasonable to wait for what Den Haag court will decide in merit.

In which case explain to me why they did not back up when several Azeri GM's and titled players, including Super GM Mamedyarov, announced they would leave the site and close their accounts until Lichess removed Artsakh flag from the profile settings.

As far as I know they literally didn't give a fuck about it. The flag is still there in the options and no public announcement was made.
