I was wrong, he is clean

This isn't the place to put accusations.

As you said, you went through the correct channel when you suspected someone and reported them, but the authorities decided there was not enough evidence to ban him. You need to leave it at that.
I had a look at the first game, where his opponent hung a bishop, which is a good explanation of why he might have won. Believe it or not, occcasionally higher-rated players blunder pieces, either with direct hanging or via a tactic, they just generally do it less frequently than lower-rated ones, and also spot tactics more frequently.

However it looks to me like you want us to look through the games to see whether we think he was using an engine, but that's the job of the cheat-detection team on here (via the reports sent) and not of the general members of lichess who read these forums.

This place is to show an interesting, if not perfect game. A "showcase" game, which may be one you played and won, may be one you watched or may be one where you were impressed iwth your opponent's play, even though you agree he won it fairly.
