Rules and regs are always difficult to me to interpret, but in my perception drawing arrows is exactly the type of notes Fide prohibits
Clicking your own pieces does not disturb the opponent so there is no reason for there to be even a special game mode that punishes it. For the sake of keeping the mind prepared for OTB play, why not rather disable the move highlights which are what encourage clicking on the pieces?
