White is better.
White has more pieces developed and more territory. White has already castled. White's rooks are connected.
White's black bishop is already lined up to attack black's king. White has both bishops.
Almost all of black's pieces are still on the back rank.
Black can't castle. Black's F pawn is already under attack and hard to defend.
On the other hand, black does have a material advantage, bishop for queen exchange and 2 extra pawns. However, it will take several moves to release black's rooks and bishop.
The race is for White to rapidly convert the position to a checkmate before black can get developed. If white isn't aggressive, then black can eventually develop and press its material advantage.

I feel that White should have a winning attack…
Maybe 1. Rhf1 f5 2. Nxf5 exf5 3. Rxf5 Nf6 4. exf6 gxf6 5. Nxf6
But I'm not sure whether the variation is forced or not. It's not an easy puzzle…
