Let me tell you a story: Once upon a time there was a serial killer who lived in a small, crime-ridden neighborhood. He would kidnap girls there and to the sound of the crowd's laughter he would rape them and brutally kill them. Some of the crowd also threw stones at the poor girls.
That's how he murdered hundreds.
One day he murdered the entire family of a certain policeman. The policeman chased him and reached the neighborhood of the crime. He screamed through the megaphone to all the residents to stay away. Some listened to him and some did not, but even among the residents who listened to him, there were some residents who remained in the battle area because of the killer's threats.
The policeman put the killer in sight and shot, but immediately after doing so, the criminal grabbed one of the residents of the neighborhood and gathered him so that he was the one who took the bullet.
At the end of the chase, in addition to the murderer, 3 residents of the neighborhood were killed (most of whom, as mentioned, are passive or active participants in the murderer's crimes.) One was killed because the criminal threw him into the fire. One was killed because he was in the fire zone (because the criminal forced him) and was hit by shrapnel, and one was killed because he was in the fire zone because the officer did not aim properly.

(The statistics of civilian deaths come mainly from the Palestinian Ministry of Health, which is controlled by Hamas, so it's not really reliable either..) When the battle is in a built-up area (which is an unprecedented achievement! In a battle in a built-up area, the number of dead is usually much more than 2 for every 1!) that Israel warns him in advance and informs everyone to flee and Hamas prevents them from fleeing (so the blood is on Hamas' hands.) A high percentage of Palestinian citizens were also passive or active partners in terrorism.
