chess.com timer different to lichess? (bullet games)

I am always down on time on chess.com and the opposite is true here, both in extremes. I feel pressured to premove 3,4 moves on chess.com. It cannot be my connection. It hasn't always been like this either, but for maybe a year.

Does anyone have the experience? Can the timers differ?

On chess.com you cannot make a move less than in 0.1 seconds. If you premove, you usually lose this amount of time by default. On Lichess premoves cost 0. This is the only important difference, the other may be the quality of your connection to chess.com servers (USA) and lichess (France), but I think that thanks to lag compensation there should not be much difference here.
