Is it fair to assume this opponent was cheating?

I analysed one of my games and found out that the opponent (White) made 0 innac, 0 mistakes, 0. blunders, 9 centerpawn loss.

Yes I could report him but I still wouldn't know it he was or not cheating. I really need to know if he was? based on the analysis? what are the chances?

You played badly: 20...Nxh2 gives a way a piece for nothing, 21...f6 gives away a rook, 25...f5 gives away a knight. You left your opponent very little possibilities to make mistakes. Especially as this was correspondence. Do not blame divine intervention, take responsibility for your own bad play.

Here we go again lmao. @tpr already said most of what needs to be said so ill just point out this is a CORRESPONDENCE game. It seems like you didn't really use your day/days to think properly. There's an analysis board without an engine when playing correspondence, make use of it
Rook on c6 is really bad, and Nxh2 simply doesn't work. Actually you helped your opponent. He didn't have to cheat at all.

Thanks Rick,. other answerers were so rude. I'm a 1300-1400 player, why is everyone expecting me not to make any mistake. I only suspected him of cheating because of the 0 0 9 this is the first time I saw anything as low (except stockfish), I thought I should get some opinion. And the game literally ended in 20 minutes in total, not days, which means he didn't spend time to analyze moves as much. So he was either a 2800 person or a cheater. That's what I think.
Sorry Hasan, I did not mean to be rude. Of course nobody expects you not to make any mistakes. However, when you make gross mistakes, it is almost impossible for your opponent to make mistakes of himself, so he end up with very low AcPL. You give a piece, he takes it, you give arook, he takes it, you give another piece, he takes it. It is kind or rude to assume he must be cheating. The whole point of correspondence is to analyse the position extensively. Playing a correspondence game in 20 minutes makes no sense: play 10+5 time control then.
