Why are there gray and green bars to the left of the opponent's rating?

It shows the stability of the connection of the player to the game.

That shows only in fast controls doesnt it?

I don't think so.

I don't see it in blitz 3+0 when I select 3+0 time control in the options in homepage

It's only for bullet and ultrabullet. It's a new feature.
