What is the name of the system that white is using in this game

Trying to identify the name of the system that white is using in this game:



Consistent features of the system appear to be placement of the bishops as well as a-rook moving to c-file
Also with queen on c2 leads to tactics from mate threat at h7
4. Bd3 ... seems really strange. Don't see it much in opening databases.
Maybe this player has invented something on their own?
Up to 2...Nf6 "A34 English: Symmetrical", from then on "Irregular". After 4.Bd3 "Irregular and weak". Until 6...d6?! Black plays good stuff, but the b5 plan is not active enough. Instead 6...0-0 and 7...d5! gives Black a pleasant initiative (play against the d3 square).
Isn't that the famous "strangulate and piss the opponent's balls" opening? Not sure... still studying...
@TheKingCharlesCav Here's some actual feedback. I think it looks a lot like the Sicilian Kopec System but a lot more sound now that whit has developed before and the c-pawn has been moved facilitating the bishop's move to c2 or b1, which when combined with Qc2 may work out just fine. Also, the d pawn is usually only moved to d3 (or not moved at all) in the English opening so Bd3 may have some utility. The only thing I can say to you for sure is "Give it a shot!".
@A_0123456 Thank you for the reply, I actually was reminded about this opening because someone recommended the Kopec system to me and then I remembered this opening system. I messaged the player who uses it but they have not replied to me; they are from Russia so may not speak English. Thanks again!
