It is still not equal.
Any position, including the starting position can only be a win, a draw, or a loss. Generally >+1 corresponds more or less to a win for white and <-1 to a win for black. Hence +0.2 probably is still a draw = equal.
That 1...e6 would be the best move does not correspond to current grandmaster practice or top grandmaster opinion. Carlsen for example has called the French Defence incorrect.

If every move from the starting position leads to an equal position, then there is no best move.
Former correspondence chess world champion Hans Berliner was of opinion that 1 d4 would be winning for white.
Rauzer thought 1 e4 was winning for white.
Lasker, Capablanca, Fischer, Kasparov all said chess is a draw.
Nimzovich thought 1...e6 refutes 1 e4, as it demonstrates 1 e4 is premature.
Engine says black is minimally better

Nowadays 3 Nc3 is more in vogue.
Also 3 e5 already recommended by Nimzovich has made a revival.
