Will we ever see Scotch used by Ian during classical stage?

This should be Ian's main weapon and not Ruy Lopez.

The problem is scotch is more explosive and if he goes too far he might lose to Magnus. So he's trying to play safely. But he has to play the scotch at some point otherwise Magnus will keep holding for a draw

Scotch is way better than Ruy Lopez. As Ruy Lopez is heavy analyzed already compared to Scotch. So Nepo must use this.

Scotch is a major chess opening. Kasparov never been defeated using this opening.
