This isn't a good idea, especially when one has the white pieces. White starts off with a decent tempo advantage so it's up to you to take advantage of it :(

This idea is excessive because of breaks i.e. N@h3 and then Bxf3 and black can sac good material to break open the position.

Maybe as black it has a bit more merit, see lichess.org/1STFzVXl

The best use of this strategy is at lower time controls. For example, if you want to prevent @h3/@h6 you can play it yourself. This will ultimately force your opponent to spend time later in the game to think about how exactly they want to pick apart your defense. However, when you sac pieces for pawns, your opponent can just as easily sac back but when they do so they will have initiative and an attack on your king. If you win a clean pawn without any drawbacks, sticking it in front of your king is perfectly fine if you want to play safer and don't have time to consider how to use it in an attack.
