Queen Vs Rook And 3 pawns

not an expert obviously but I would say it depends heavily on where the king with the pawns and rook is, as well as if the pawns are islands vs connected. It would also be heavily affected by other material on the board if there is any, if the pawns are connected passed pawns they would probably be winning but if they are secluded islands, even passed, they would probably be losing or at least a draw
All three results are possible, it all depends on concrete position...
There are a number of factors to consider:
1) How safe is the king for the side with the Rook and 3 pawns. If the king is not safe, then the queen can often win material by forking
2) What is the pawn structure? Are the pawns connected or isolated? Connected pawns are more advantageous as they allow the side with the rook an easier time escaping the queen's checks and the pawns can support each other.
3) How far advanced are the pawns? In general, pawns at the 6th or 7th rank are better for attacking while pawns on the 2nd (or 3rd rank if I recall correctly) are better for defending.

An important drawing pattern to remember for the side with the rook: imagine a pawn on d2, the rook on c3, and the king on d1. If the enemy king is not on the first or second rank, then this is a draw because the defending king cannot be forced away from the pawn and zugswang cannot occur because the rook can always hop between c3 and e3. If I recall correctly, this pattern works for any non-rook pawn on the 2nd rank (for further details see your favourite endgame book).
