@RandyWeiler it really is different for everyone but the most important thing for getting to 1200 (either online or OTB national rating/FIDE) is to have your tactics down and to have 1 opening for white and 2 openings for black (if your opponent plays 1. e4 or 1. d4) that you are comfortable with.
If you're playing in a smallish pool, you put in effort but standard chess in computer age means everybody else is also improving, so maintaining your rating actually shows improvement

This article repeats the old truth to prioritize tactics as a beginner. But this is also dangerous if not put into more context. The truth is: Although many games are "won by tactics" up to quite a high level (way higher than my level), it seems that only good strategic play leads to positions where there are tactics possible.
So from the beginning you should always learn a little bit of strategy, openings, game plans. Otherwise you will just shuffle your pieces around hoping for blunders by your opponent. But even on a low intermediate level, your opponent will blunder so much more often if you coordinate your pieces well and put some pressure on your opponent. Likewise you will blunder far less if you don't let your oponent get the upper hand strategically.
It is way oversimplified to say you should only focus on tactics up to the point where you don't loose by tactics anymore.
