Can 1650 rated play chess?

Looks like they moved to seize center, developed all their pieces, castled when possible, estabilished pawn chains and connected rooks. With following opening principles better than, say, myself, it is a small wonder they didn't centralize their bishop with 13... Be5 like as suggested by SF - perhaps because they wanted to use it to target white's king or h-pawn?

A fine example of chess, in fact, if let down by the tactical failures and lack of asking for white's plan. The minute - over half of their time remaining - spent thinking resulting in 16... Nd4, a centralization of knight in spite of the danger, is fascinating example of planning and foresight.
