I LOVE TO WATCH EM' SQUIRM !! ... Bobby Fischer said this Quote
You dont need the opponent's approval to resign... I dont get it.
At our local club, a player offered a draw, while he just won a piece, but was down to <2 min on the clock. His opponent refused, saying that first player should win. and so it happened. but i never heard of someone declining resignation.
They may want to teach them a lesson.
Remember: some people think that resigning is rude...
While playing in person, never resign: leave the board instead.
If you leave, your opponent can assume a draw, claim a win or resign, so if you leave your chances of winning are 1/3 still.
(Dont actually do this, its very rude)

Thanks for the replys. I was only single clicking the white flag. I guess that my opponents were not actually declining the resignation it just appeared that way to me. Noob here just trying to learn.
@ElLimitador If you mean by 'in person' chess real life with physical pieces and you leave board you just lose. Besides if leave playing hall while it is your turn you woudl get warning at least for that.
