I think it might be a book move by some weird transposition. Taking the free bishop would've been good.
What is the name of it?
Perhaps it was an Evans gambit where white premoved c3?
It's just the regular Giuoco Piano with 5 b4.
White's last move was 5.c3. You can tell because of the coloring and because of the icon on the square.
By the way, that icon is a "book" because the position has now transposed into a position called
