Chess clubs with 0 (zero) members

Some clubs were created by the player who leaved Lichess. There are zero players, but the club name is not available to register. For example: lichess.org/team/team-moscow

Is it possible to reregister the club name by me? I'll add administrators and players very fast. The club administrators will organize the cities league.

I can make you team leader, but I cannot make you the team owner. That means that any other players you make team leaders will be able to demote you and kick you out of the team. So it would be preferable if you simply created a new team, with a different name.
If you still would rather have that team without being the owner – let me know, and I will open the team so you can join.
