@Entuzijasta @mcgoves OTB if you have less than 2 minutes on your clock you can "claim" a draw by stopping the clock and calling the arbiter. Your claim must be based on the fact that your opponent is making no efforts to win the game or the game cannot be won by normal means. N vs N should be an obvious case, but the decision is passed to the arbiter and there can be tricky situations.
Take 8/8/5b2/8/K7/8/kp6/3N4 b - - 0 1 as an example. White requested a draw due to b1Q Nc3+ Bxc3 stalemate. But Black played b1B!! resulting in an endgame that is won according to tablebase ignoring 50 moves, and with plenty of possibilities for White to lose earlier.
All of this holds no relevance online so FIDE rules are implemented the easiest way. Besides when you play online and not in face-to-face contact with your opponent, there's way less inhibition to play on a dead drawn endgame.
