Why was this game drawn?

Firstable if this is considered insufficent material shouldn't it be declared a draw earlier?
Secondable shouldn't it be quite easy to impliment what is insufficent material and what is not?

It's not insufficient material, you can forcefully mate with knight and bishop.

That is a draw due to 50 move rule, which stands that if there is no capture or pawn push for 50 moves the game is drawn.
