Pairing with non provisional rating

I think there should be an option in the pairing to be paired exclusively with non provisional rated players (especially in 2200+ ratings) cuz there can be lot of smurfs or cheaters if pairing with higher rated players take 2 mins

then how would provisional accounts be un provisional?
(at least provisional accounts will have difficulties to make their account normal since no one will play them)
