Opponent in Yearly Rapid Arena never played a single game before

I just had an opponent playing his/her first game on lichess, but in the Yearly Rapid Arena. Don't you need at least 20 rated games?
I don't want to complain; I was just wondering if it was a bug.

It doesn't list that as a requirement for the tourney. Most tourneys list needing a certain number of rated games as an entry requirement on their homepage.

I thought it would be obligatory for every tournament.

In most tournaments the minimum game thing exists, except in tourneys that are not very popular (e.g. daily horde)

What confuses me is why the Yearly Rapid doesn't have this obligation.
