Not just the officials, but also the journalists who were with him, and also suffered injury:

Actually, I'm not watching Aljazeera. But if your quatations are correct, it's not apparent. They just reported breaking news and provided comments of Ukrainian officials. Though, such unilateral submission of information make me feel like it is in line.
