@thunderbolt8538 , Yes, yes! There is most certainly time, if you are gifted and determined. I started playing at around 6 or 7, but have only played seriously for a few months. You can do it! If you would like some help, I am glad to be of any service. Questions are welcome!

@thunderbolt8538 If you start actively learning both tactics and classical theory for 2 hours DEDICATED STUDYING a day every day you can expect to get to NM in around 5 years.

Personally I went from 900 to 1700 USCF in 2 years with about 2 hours everyday and I am older than you.
5 yrs is about normal if you have a local club to play at and people to challenge and support you along the way. Maybe studied 10 hrs a week. My study was not entirely efficient of course and I did much of my study without much guidance. Viewed the game as an exercise to maximize my resources and minimize my opponents resources as much as possible.
