Upside down!

In the tournament "upside-down chess", it stands that you can now began games on lichess from any _legal_ position. Now i was wondering how is it possible to consider this position _legal_, if not for bending the rules of chess? Isn't "legal" (in terms of chess game) the moves, which you are allowed to make? So how is it possible to reach this position in any legal series of moves?
