I had something similar recently. I reported someone for insulting me and he got banned indeed. Another time, someone wrote "fuck off" to me after I mated him but noting happened. So there must be a certain line at which point the mods ban people.
Nevertheless this line is pretty much unclear to me so I'd appreciate a little more transparency.

If you ask me, I'd say any insult should be punished but in the end it's all up to the mod's mood, I guess.

If its their first time getting reported they will get a warning, if they continue they might get shadow-banned or in some severe cases their account gets closed

Shadowbanning is most certainly fair enough. It solves the problem perfectly.
Yes. If you get a warning the first time you are reported but they won't let you go on the second time, just like if you abort too many games you get a ban from playing a chess game. Actually, not every insult must be punished. You must learn to let other people go and forgive them if they say sorry. But if they do not even have a little bit of remorse, you also should not report them. It'll just make them angrier and they'll bug you even more. It will make you angry too so just learn to forgive. You can help them do a kind deed and they'll be respectful towards you. I don't think punishment is a very good way to convince others to be kind.
