Resignation in dead lost positions - your thoughts?

Some people are actually beginners, playing dead lost position, but they somehow got high rating by cheating the rating system, some beginners use computer assistance to get a high rating, but when they turn it off, they play beginner style, some get unfair number of points for some victory when others don't...
Each player start the game with the same amount of time; how you want to spend it and when to forfeit is your prerogative. I understand how frustating it can be to have someone not resigning in dead lost position but I had so many games where I was down material, the other player got too cocky and I end up winning.
Mind you this doesn't applies to rage quitting and letting your clock run down while you start another game.
The reason for high rating point gain or loss may be because they've played very few games in the time control or if they've been very inactive for a very long time. Has nothing to do whether they're beginners or not. And posting games from ultra bullet games makes no sense as most people can't really play ultra bullet at any sort of competency unless they've trained especially for that. I'm in the mid 1800s in both classical and rapid chess, but my bullet rating is in the 1500s and I'm sure my ultra bullet would drop to the 500s pretty damn quick.
"The reason for high rating point gain or loss may be because they've played very few games in the time control"- That's not fair, a few games, or a lot of games played - a win is a win and rating points should be according to rating deviation. And I'm sure there is someone, I've beaten, he's 243 rating points or more higher than me, we played only a few games and I never saw those 40 points.
Playing fast bullet, hyperbullet ultrabullet games is different then playing slow chess. I know some secrets about playing ultrabullet games and some people also know them. I would tell you, but what would I get for that?
@Barizoff

Rating points ARE according to rating deviation. Always. But if you have only played a few games in a time control your rating deviation is very high. Rating deviation also increases everyday that you don’t play a game in a time control.
I was zerking and he was lucky to win on time. Anyways, then you just register a new name, you get this 1500? rating, talk to your followers to help you win some games till your rating gets even higher and this ? is gone, your followers also register a new name, you help them with your old name... And then you play with rating 1800, many are afraid of high rating losing because of that and even if you lose to a lower rated you only lose a few points.
The rating deviation also applies to OTB chess, if you play rated tournaments. The more games, the lower your deviation. I noticed that you play a huge amount of hyperbullet or faster and thus have a very low deviation due to activity. Not everybody is that active and because of that their deviation his much greater. It doesn't matter if you berserk or not, the rating points deviation is pretty low for you, someone who is still building their rating to a level that actually reflects how good or bad they are will have a much higher deviation. That applies over all three major chess sites and probably more.
So I just played a game where I was up three pieces and my opponent played on to checkmate. It did make me angry, and I did think it was bad sportsmanship. Still, consistent with my stated position, that was his/her right. Then s/he wanted a rematch! I admit, it is irritating, but part of the game.
