This is not Budapest, it is Englund. Budapest is 1 d4 Nf6 2 c4 e5, which is better than 1...e5.

Just showing it can be played at level 2322 and black even wins albeit with some cooperation by white.
Your game above is a rapid game, so surely it can be played there as well.

Yes. No he doesn't advise it. He has a whole "garbage opening" series he's doing right now.
