I am fed up of this kind of players, he had 1 legal move and let me wait 23 minutes, i could not even start new game because i would lost. This is so annoying
Maybe there should be a new Rule. If you have only one legal move , you should be able to move in say 5 minutes

Yeah, timewasters are annoying, but it is within the rules of the game. If you change the time-rules like you propose, you make those rules too difficult to explain.
Maybe try to think of it like this: If I/you/anybody start a game, you agree to spend the time. If your opponent starts trolling you by wasting your time, he too can't play. And he's about to lose.
What I do is set an alarm clock for the trolls remaining time and then go do something useful. That way, he can never flag me.
Remember that when you allow yourself to get worked up, the troll has won that battle. If you spend the trolltime to do something useful, you have won.

@InnerVoid maybe its high time you played with time controls.. start at 15 and lower it when ya get comfortable

@InnerVoid Are you shure that his internet connection wasn't broken? I once had a game where my opponent seems to have left (it was a nearly equal position). Lichess offered sth like "our opponent seems to have left the game, you can claim victory in xy seconds". I didnt claim because I noticed he had no internet connection and keept on waiting (visiting
chesstempo.com in the meantime in another browser tab...). After more than ten minutes he was back. Lichess gave a pop up note and we continued the game.
Yes he carainly had bad connection esspecialy in his position. Maybe he cut the ethernet cable from anger
