Well, they are cheaters
IP bans is stupid.

I could easily use the same IP address as another user I have never heard of if I happen to be in a free wifi area when I'm playing and so is someone else, either at the same time or at a different time.

This could include a train journey where the railway gives their passengers wifi, or a cafe or shopping precinct.

So if someone has cheated in such a location you will ban everyone from playing there? And possibly also suspect they collude in some way?
IP bans could turn out to be pretty nasty. For example, I have a dynamic IP address. So at some point, I may log in and see that I'm banned; and if the vile cheater is me myself, then it will be enough for me to simply reload the internet connection (thus changing my IP) to continue playing further.

I think we could identify cheaters by throwing them into a lake and seeing if they float or not. If the cheater floats, then they're clearly a cheater and should be burned at the stake. If the cheater sinks and drowns, then they weren't a cheat after all and will be granted safe passage to chess heaven by Francois Philidor.
