Hi! lichess Can we request regarding the tournament this coming saturday,hopefully there will be a part from even its not a tittled player even a local player can join the tournament or atleast there will be a tournament also a non-tittle tournament atleast we have a chance to join or to win the prizes...thank you so much lichess and more power to this very great chess world

Titled Arena implies that you have a title. So condition of entry will remain as such.
You can however join the warm-up tournament (lichess.org/tournament/jan19wua) where you might be able to play some of the titled players.
