Unfortunately its allowed in online chess but in otb its not.
You can declime draw in otb and also in online.

Why would it be allowed in Lichess? That’s just horrible. Imagine thinking about it until you just have a few seconds left and then when your analysis is done and just about to accept your opponents draw offer he “cancels” the draw offer and be like - JUST KIDDING LOSER!!! NOW YOU HAVE NO TIME!!!
Time travel would beat time trouble.
