Build a horsey forum section. Humans that get labeled, could also get a Horsey label for forum abuse. They lose the privilege to post in the forums, except in the horsey forum section.

In the horsey forum section, any human can vote to take down a subject. After 24 hours if it had X number of votes to take down the subject, than automatically it would either get closed or deleted. That would be a human way to vote subjects out of the forums. That horsey forum section should not be visible by a search engine.

When someone goes overboard in their horsey play and it becomes mean, some might question if they are human.
