Can somebody tell me why in english attack, after black plays h5 to stop g4 advance, white always plays knight d5 and and almost never plays knight d5 without black's h5?

The idea is simple:
As black needs to take on d5 white gets 2 things which are nice to have.
1. Bishop pair
2. Space
The ...h5 move has the idea to stop g2-g4 and as well to play ...g6 and ...Bh6 to trade the bishops.
Edit: In the other lines white usually only plays Nd5
- after he kicked the black knight away from f6
-played a4 and after ..b4 the best square is d5
-after b5-b4
Im not that familiar with the positions but ...h5 is doing nothing for development etc. So Nd5 is not wasting time and gains the 2 benefits I explained above.

When Black plays h5 to stop g4 he is kinda hinting that the king will stay in the center because of the pawn structure.
Nd5 occupies the d5 square, which is a key square in Sicilian positions.
So back to the question.
1. e4 c5 2. Nf3 d6 3. d4 cxd4 4. Nxd4 Nf6 5. Nc3 a6 6. Be3 e5 7. Nb3 Be7 8. f3 Be6 9. Qd2 h5 10. Nd5 Nxd5 11. exd5 Bf5
In this position Black king is mostly likely gonna be in the center so its' fine to trade by playing Nd5 and fixing the d6 pawn as you would have the semi open f file later with some f4 for attack on the uncastled king.White then usually goes long castle like in most lines but this time the attack is more oriented to the central king than the usual kingside.

In this variation Black has castled kingside and hasn't weakened the position with h5.Therefore playing Nd5 and trading the knight would only deprive the possibility of the usual pawn storm by white, g4 here would result in Bh4+ and black is better.Also the f5 bishop will now be an attacker rather than a defender, which is unusual in most English attack lines.In the previous line with h5 the f5 bishop is more of a defender as the king is on e8.
Although I would suggest going long castle instead of 10.Nd5 after Blacks' h5.
